Minimization of investment risks in engineering and implementation of IT–projects

At the present stage of information technology (IT) is considered as one of the main tools for the implementation of the strategic objectives in various fields. Management in the economy lead to the use of increasingly complex IT in process automation control government agencies and large companies. Increase the value and significance of data to be processed in turn leads to the need for effective it management. Introduced new principles of organization and management, new IT - services to users. Constantly modified and supplemented by the requirements of modern IT. In turn, the complexity of managing leads to qualitative and quantitative growth of their providing component - information and communication system (ICS). It is known that most of the projects on the development of information systems is currently not completed in time, exceed the budget or dealt with the lack of functionality to the system can be used . According to the Chaos Report on the status of the development of IT - projects conducted by Standish Group, every fifth project fails, every second is not able to meet the deadline or is of lower quality or incomplete functionality.
