У статті досліджуються гендерні аспекти правової безпеки молоді в територіальних громадах України в умовах повномасштабної війни та повоєнного відновлення. Автори аналізують амбівалентний вплив збройного конфлікту на трансформацію гендерних ролей: з одного боку — посилення агентності молодих жінок у сферах оборони, волонтерства, місцевого самоврядування та відновлення громад; з іншого — поглиблення гендерних нерівностей, збереження традиційних маскулінних очікувань щодо чоловіків та зростання подвійного навантаження на жінок, особливо внутрішньо переміщених осіб.

Авторами устатті досліджуються гендерні аспекти правової безпеки молоді в територіальних громадах в умовах повномасштабної війни та повоєнного відновлення. Показано амбівалентний вплив воєнного конфлікту на трансформацію гендерних ролей: посилення агентності молодих жінок у сферах оборони, волонтерства та місцевого самоврядування одночасно з поглибленням традиційних нерівностей і подвійним навантаженням на жінок. Виявлено ключові бар’єри у доступі молодих жінок і чоловіків до правового захисту, соціально-економічнихресурсів та механізмів прийняття рішень на місцевому рівні. Проаналізовано нормативно-правову базу та інституційну спроможність органів місцевого самоврядування щодо реалізації гендерно-чутливої молодіжної політики. Автори обґрунтувалинеобхідність системного впровадження гендерного аналізу та гендерно-відповідального бюджетування як фундаментальних інструментів забезпечення правової безпеки молоді. Запропоновані науково-практичні рекомендації спрямовані на підвищення
ефективності публічного управління в умовах кризи та інклюзивного повоєнного відновлення територіальних громад.

The article examines the gender aspects of legal security of youth in territorial communities of Ukraine under the conditions of full-scale war and post-war reconstruction. It reveals the ambivalent impact of the armed conflict on the transformation of gender roles and security perceptions among young people. On the one hand, the war has strengthened the agency of young women in defense, volunteering, local self-government, and community recovery processes. On the other hand, it has intensified gender inequalities through the preservation of traditional masculine expectations toward men and the increasing double burden on women, particularly internally displaced persons. The study identifies key barriers faced by young women and men in accessing legal protection, socio-economic resources, and decision-making mechanisms at the local level, including gender-based violence, limited access to justice, economic marginalization, and low representation in local governance. The analysis of the normative-legal framework and institutional capacity of local self-government bodies shows that, despite the existence of progressive legislation (Law on Equal Rights and Opportunities, National Action Plan on UNSCR 1325, and State Gender Equality Strategy), its practical implementation remains insufficient due to lack of resources, qualified personnel, and systematic gender mainstreaming. The authors substantiate the need to implement gender analysis and gender-responsive budgeting as fundamental tools for ensuring legal security of youth.
