This article examines the economic security of young people as a strategic factor in Ukraine’s national resilience during martial law and post-war reconstruction. It argues for the need to integrate youth programmes supporting employment, entrepreneurship and retraining into state policy in order to preserve human capital, strengthen economic stability and ensure the country’s long-term development.

This article examines youth economic security as a key factor of Ukraine’s national resilience under the conditions of the full-scale war since 2022. The authors prove that young people constitute the primary carriers of human capital necessary for post-war recovery. It is determined that the full-scale invasion of the Russian Federation into the territory of Ukraine has exacerbated pre-existing problems, including mass migration, mobilization, and workforce reduction, which have resulted in rising unemployment, declining incomes, and reduced entrepreneurial activity among youth.
The authors analyze both national and international sources addressing the issue of youth economic security and reveal that, despite the significant volume of research, there is still a lack of a comprehensive approach to youth economic security specifically as a foundation of national resilience. The study formulates the definition of the category “youth economic security” as a state of protection of young people’s economic interests, rights, and opportunities from negative influences that limit the realization of their potential and independence. Unlike the macro-level economic security of the state, youth economic security has micro- and meso-level characteristics. Based on the conducted research, the authors demonstrate that ensuring youth economic security is an investment in long-term resilience. The integration of youth-oriented programs, such as grants, retraining initiatives, and the digitalization of employment, into the national strategy is proposed. Further research should assess the effectiveness of programs for 2025–2030 and explore mechanisms for encouraging the return of young people to Ukraine.
